Dell is offering some of it's computers with XP as an picking.
Probably not gonna happen.

You can try Gateway, they be the last company I know of that still proffer XP as a $49 upgrade over Vista. You would have to nickname them (instead of doing the whole item online) to find out if it's possible for the desktop model that you want to buy though as they are slowly phasing XP out of their software images.

yes there are oodles sites where you can buy a computer syste, w/out Vista pre-installed. Most companies roll toll free 800 phone number. So you can call and share them you don't want Vista.

Dell finally cave in and instead of purely offering Vista, they are doing what the consumers want and offering XP again.
